New Guidance Released for Reducing Memory-Related Vulnerabilities

Today, CISA, in partnership with the National Security Agency (NSA), released a joint guide on reducing memory-related vulnerabilities in modern software development

Memory safety vulnerabilities pose serious risks to national security and critical infrastructure. Adopting memory safe languages (MSLs) offers the most comprehensive mitigation against this class of vulnerabilities and provides built-in safeguards that enhance security by design. 

CISA’s Secure by Design program advocates for integrating proactive security measures throughout the software development lifecycle, with MSLs as a central component. Consistent support for MSLs underscores their benefits for national security and resilience by reducing exploitable flaws before products reach users. 

This joint guide outlines key challenges to adopting MSLs, offers practical approaches for overcoming them, and highlights important considerations for organizations seeking to transition toward more secure software development practices. Organizations in academia, U.S. government, and private industry are encouraged to review this guidance and support adoption of MSLs.

4. MITIGATIONS

  • Parsons Utility Enterprise Data Management Users - This vulnerability has been patched in all instances managed by Parsons as of January 7, 2025. No end-user action is required.
  • AclaraONE Hosted Users – This vulnerability has been patched in all instances managed by Aclara as of February 7, 2025. No end-user action is required.
  • AclaraONE On Premise Users - End-user action is required. A patch and mitigation information for AclaraONE is available through the Aclara Connect Customer Portal. If you prefer assistance, Aclara Support would be happy to help. Users may request an appointment to apply the patch update by opening a ticket on the Aclara Connect Customer Portal, or by contacting us by phone or email. Requests will be processed in the order received.

CISA recommends users take defensive measures to minimize the risk of exploitation of this vulnerability, such as:

  • Minimize network exposure for all control system devices and/or systems, ensuring they are not accessible from the internet.
  • Locate control system networks and remote devices behind firewalls and isolating them from business networks.
  • When remote access is required, use more secure methods, such as Virtual Private Networks (VPNs), recognizing VPNs may have vulnerabilities and should be updated to the most current version available. Also recognize VPN is only as secure as the connected devices.

CISA reminds organizations to perform proper impact analysis and risk assessment prior to deploying defensive measures.

Dutch Institute for Vulnerability Disclosure (DIVD) reported these vulnerabilities to Schneider Electric.

4. MITIGATIONS

According to Schneider Electric, EVLink WallBox product has reached its end of life and is no longer supported. Users should also consider upgrading to the replacement product offering EVLink Pro AC to resolve these issues. Users should immediately apply the following mitigations to reduce the risk of exploit:

  • Firewall Configuration and Logs:
    • Set up network segmentation and implement a firewall to block all unauthorized access to HTTP ports.
    • Periodically check the access log.
  • Password:
    • Choose a strong password.
    • Do not share your password.
    • Change your password periodically .

Schneider Electric strongly recommends the following industry cybersecurity best practices.

  • Passwords should include upper case, lower case, number and special characters, a length of 20 characters is ideal.
  • A default Admin password must be changed immediately when first received and after a factory reset.
  • Device should only be used in a personal home network.
  • Device should not have a publicly accessible IP address.
  • Do NOT use port forwarding to access a device from the public internet.
  • A device should be on its own network segment. If your router supports a guest network or VLAN, it is preferable to locate the device there.
  • Use the strongest Wi-Fi encryption available, such as WPA3 or WPA2/3 with protected management frames.
  • Schedule regular reboots of your routing device, smartphones, and computers.

4. MITIGATIONS

Schneider Electric has identified the following specific workarounds and mitigations users can apply to reduce risk:

  • Version 5.3.12.51 of Modicon Controllers M241 includes a fix for these vulnerabilities, which can be downloaded here.
  • Use the Controller Assistant feature of EcoStruxure Automation Expert – Motion V24.1 to update the M241 firmware and perform a reboot.
  • EcoStruxure Automation Expert – Motion V24.1 is available via the Schneider Electric Software Installer.
  • Version 5.3.12.51 of Modicon Controllers M251 includes a fix for these vulnerabilities, which can be downloaded here.
  • Use the Controller Assistant feature of EcoStruxure Automation Expert – Motion V24.1 to update the M251 firmware and perform a reboot.
  • EcoStruxure Automation Expert – Motion V24.1 is available via the Schneider Electric Software Installer.
  • (CVE-2025-3898, CVE-2025-3117) Versions from 5.3.9.18 of Modicon Controllers M262 include a fix for these vulnerabilities, which can be downloaded here.
  • Use the Controller Assistant feature of EcoStruxure Automation Expert – Motion V24.1 to update the M262 firmware and perform a reboot.
  • EcoStruxure Automation Expert – Motion V24.1 is available via the Schneider Electric Software Installer.
  • If users choose not to apply the remediation provided above, they should immediately apply the following mitigations to reduce the risk of exploit:
    • Use controllers and devices only in a protected environment to minimize network exposure and ensure that they are not accessible from public internet or untrusted networks.
    • Ensure usage of user management and password features. User rights are enabled by default and forced to create a strong password at first use.
    • Deactivate the webserver after use when not needed.
    • Use encrypted communication links.
    • Set up network segmentation and implement a firewall to block all unauthorized access to ports 80/HTTP and 443/HTTPS.
    • Use VPN (Virtual Private Networks) tunnels if remote access is required.
    • The "Cybersecurity Guidelines for EcoStruxure Machine Expert, Modicon and PacDrive Controllers and Associated Equipment" provide product specific hardening guidelines.
  • (CVE-2025-3905, CVE-2025-3116, CVE-2025-3117) Schneider Electric is establishing a remediation plan for all future versions of Modicon M258/LMC058 that will include a fix for these vulnerabilities. Schneider Electric will update SEVD-2025-161-02 when the remediation is available. Until then, users should immediately apply the above mitigations to reduce the risk of exploit.

CISA Adds One Known Exploited Vulnerability to Catalog

CISA has added one new vulnerability to its Known Exploited Vulnerabilities (KEV) Catalog, based on evidence of active exploitation. 

  •  CVE-2023-0386 Linux Kernel Improper Ownership Management Vulnerability 

These types of vulnerabilities are frequent attack vectors for malicious cyber actors and pose significant risks to the federal enterprise. 

Binding Operational Directive (BOD) 22-01: Reducing the Significant Risk of Known Exploited Vulnerabilities established the KEV Catalog as a living list of known Common Vulnerabilities and Exposures (CVEs) that carry significant risk to the federal enterprise. BOD 22-01 requires Federal Civilian Executive Branch (FCEB) agencies to remediate identified vulnerabilities by the due date to protect FCEB networks against active threats. Although BOD 22-01 only applies to FCEB agencies, CISA strongly urges all organizations to reduce their exposure to cyberattacks by prioritizing timely remediation of KEV Catalog vulnerabilities as part of their vulnerability management practice. CISA will continue to add vulnerabilities to the catalog that meet the specified criteria
